ALBANY, N.Y., July 10, 2014 ‹ Kim Fine, executive vice president and chief strategy officer for Albany Medical Center, has been appointed to the New York State Public Health and Health Planning Council (PHHPC), New York State's advisory and decision-making council for the state's public health and health care delivery system.  

PHHPC consists of the New York State Commissioner of Health and 24 members. PHHPC members are nominated by the Governor of New York State and then confirmed by the New York State Senate.

PHHPC is charged with making determinations governing a wide range of aspects of health delivery, including adopting and amending the Sanitary Code as well as reviewing and approving regulations for health care facilities, home care agencies, and hospices. PHHPC also rules on the establishment and transfer of ownership of health care facilities, home care agencies and hospice programs.  In addition, the PHHPC makes recommendations to the Commissioner of Health concerning major construction projects, service changes, and equipment acquisitions in health care facilities and home care agencies, and advises the Commissioner on issues related to the preservation and improvement of public health. The Council's powers and duties are set forth in section 225 of the Public Health Law.

Fine is responsible for developing policy and managing strategic planning for the Center, and implements its marketing, government relations, public relations, fundraising, and community development. Prior to joining Albany Med, she served as a policy and fiscal advisor for three New York State governors and two New York State comptrollers.
