PHHPC consists of the New York State Commissioner of Health and 24 members. PHHPC members are nominated by the Governor of New York State and then confirmed by the New York State Senate.

PHHPC is charged with making determinations governing a wide range of aspects of health delivery, including adopting and amending the Sanitary Code as well as reviewing and approving regulations for health care facilities, home care agencies, and hospices. The Council's powers and duties are set forth in section 225 of the Public Health Law.

"I am honored to join the Public Health and Health Planning Council," Fine said. "I look forward to working with fellow Council members to help improve and move New York's health care system forward."

Fine is responsible for developing policy and managing strategic planning for the Center, and implements its marketing, government relations, public relations, fundraising, and community development. Prior to joining Albany Med, she served as a policy and fiscal advisor for three New York State governors and two New York State comptrollers.
