Kim Fine Named to Executive Leadership Team at Albany Med

ALBANY, N.Y., February 18, 2008 -- Kim Fine, who most recently served as deputy director of the New York State Division of the Budget, has joined the executive management team of Albany Medical Center as senior vice president for policy, planning and communications. As such, she is a member of the executive cabinet and President’s Council with overall responsibility for strategic planning, government relations, marketing and public relations.

“Kim brings with her a wealth of experience and tremendous leadership in these critically important disciplines from her prior service in both the public and private sectors,” said James J. Barba, the Albany Medical Center’s president and chief executive officer. “I am delighted and honored to have her join our leadership team and look forward to the many contributions I know she will make in helping us fulfill our missions as the region’s premier healthcare institution.”

As deputy director of the state Division of Budget, Fine was a member of the division’s executive management team responsible for developing and recommending fiscal priority and policy recommendations to the governor. She also provided ongoing analysis and policy development in the areas of education, higher education, local government assistance and tax relief and managed efforts to integrate State agency strategic planning and budgeting. Among her many other responsibilities, she co-chaired the Temporary Task Force on Pre-School Special Education, developing a series of recommendations to improve services for pre-school children with disabilities.

From 2000 to 2007, Kim served with great distinction in the Office of the State Comptroller, including as deputy comptroller for Budget and Policy Analysis. In this capacity, she was responsible for developing and making policy recommendations on a wide range of subjects including healthcare, government reform, public finance, education, energy, and economic development.

Earlier in her career, she was director of government and community relations for the Center for the Disabled where she worked on marketing, strategic planning and development of grant-funded programs. Fine, who graduated with a bachelor’s degree in political science and communications from New York University in 1987, began her career as a press assistant to former Gov. Mario Cuomo in the New York State Executive Chamber. 
 
She resides in Clifton Park with her husband and two children.

The Albany Medical Center, a not-for-profit institution, is northeastern New York’s only academic health sciences center. The institution consists of the Albany Medical Center Hospital, one of New York’s largest teaching hospitals; the Albany Medical College, one of the nation’s oldest medical schools; and the Albany Medical Center Foundation, Inc., one of the region’s most active fundraising organizations.
